Highmark Delays PMMP until December 31, 2012

Highmark Delays Faulty Physical Medicine Management Program

The Pennsylvania Chiropractic Association as well as multiple other organizations representing Physical Medicine have been diligently working to stop Highmark’s PMMP from going into effect on September 1, 2012.  A recent notice to providers posted on August 29, 2012 stated the following:

ATTENTION PROVIDERS OF PHYSICAL MEDICINE SERVICES — “SOFT IMPLEMENTATION” TO ALLOW PROVIDERS MORE TIME TO ACCLIMATE TO PHYSICAL MEDICINE MANAGEMENT PROGRAM: (Posted 8-29-12) Consistent with previous communications to our providers and members, the Physical Medicine Management Program will go live Sept. 1, 2012. However, Highmark has decided to institute a “soft implementation” of the program to allow more time for providers to become accustomed to the guidelines and procedures of the program. No denials based on medical necessity or appropriateness will be issued for requests with dates of service prior to Oct. 1, 2012. Click here for more information.


The aforementioned statement, “consistent with previous communications to our…members,” is fascinating.  Almost every member in my office that was questioned regarding the program had no idea about its implementation.   A handful of  people did recall reading about it in the newspaper, but they weren’t sure what was going to happen.

The PMMP “delay” is no reason for celebration; moreover, it is time to tighten the vise.  The “soft implementation” is Highmark’s admission of unpreparedness and displays the convoluted nature of this fly-by-night operation.
